Meeting/ Concept Brief

Getting started on your new product development journey is easy. Using our Prototype Development Form, you'll help to provide us with a clear idea of the product you want to develop. If you're unsure of your exact needs, we're happy to assist you in developing your brief.

Formula Sample Development

Once the brief is complete, our formulation team will review it based on trend analysis and market survey. Then, we will meet with you to provide feedback and discuss the finer details. After feedback from our chemists, if you wish to proceed we charge a modest fee (it will credit back when bulk order). Our R&D team will then create a formulation sample that perfectly matches your concept, including the required efficacy and texture within 4 weeks. Additionally, we offer packaging materials and design services.

Formula Upgrade/ Specification and Packaging Selection

We repeatedly upgrade prototypes based on our original formula until it completely satisfies you and help you to seek simultaneously for the best-matching specification and packaging materials for the formula.

Formulation Sign-off & Quotation

Once you finalized the formulation samples, we’ll provide a final manufacturing quote. We test the fill volume of your packaging and the compatibility of the product/packaging.

Testing and Applications

We conduct the stability and compatibility tests with the finalized formulation and packaging materials, as well as preparing relevant samples and documents if you need to apply for a permit of the product export or other certifications.

Procurement & Production Scheduling

Place your order. Pay deposit. Raw materials are procured for your product and they are accepted under quality control. Production schedule is dependent on the due dates of raw materials, availability and packaging delivery.

REGULATORY COMPLIANCE

Developing a formulation is an important step when considering the launch of a new product. At such an early stage of its development, the project requires proper care and wise decisions. An expertise in complex global regulatory requirements and a global network of industry partners allow us to provide unparalleled regulatory compliance.

 
 

NZ Cosmetics Regulation

It’s important for cosmetic products to have compliance before being sold on the NZ market, as official inspections and product controls are conducted by the authorities. The regulation applied in New Zealand is similar to the EU legislation. The specifics of claims regulation and nanomaterials are the same, and cosmetic products sold in New Zealand must also comply with IFRA standards. The regulatory revision consists of a formula review and a label & claims review.

 

EU Cosmetics Regulation

On the 11th July 2013, the European Union (EU) Cosmetics Directive 76/768/EEC was replaced by Regulation (EC) No 1223/2009 (the “Cosmetic Products Regulation”), which harmonizes and simplifies the cosmetics regulations across the EU member states. The aim of the Regulation is to simplify procedures, streamline terminology and strengthen the regulatory framework for cosmetics with a view to ensuring a high level of protection of human health. The Regulation states that notification must be provided to the designated competent authority prior to placing a cosmetic product on the European market and a Product Information File (PIF) for each cosmetic product must be maintained and made available upon request.

 

US Cosmetics Regulation

The United States Food and Drug Administration (FDA) is the legal authority regulating cosmetic products in the US. The FDA does not require cosmetic product pre-market approval, but they must comply with the Requirements of Specific Cosmetic Products (21 CFR part 700).

Cosmetic product labelling and labelling claims must comply with the regulations stipulated in the Food, Drugs and Cosmetics Act and the Fair Packaging and Labelling Act. Misbranded cosmetics products are illegal and may be the result of false or misleading labelling, failure to provide required information, improper display of label information, and/or violation of the Poison Prevention Packaging Act.


China Cosmetics Regulation

China State Council released the Cosmetics Supervision and Administration Regulation(CSAR) on 29 June 2020. In China, the National Medical Products Administration (NMPA) regulates cosmetics, drugs and medical devices. All cosmetic products imported through traditional channels must be tested in NMPAapproved labs before being sold to Chinese consumers, even if they’ve already been tested overseas.

Cosmetics in China are divided into ‘special use’ cosmetics and ‘general’ (or ‘non-specific use’) cosmetics. Special-use cosmetics: hair-loss products, freckle-removers, hair dyes, hair perms, sunscreens, whitening products, cosmetics for pregnant and breastfeeding moms, and cosmetics claiming new efficacies outside ‘approved cosmetics efficacy catalogue’. General cosmetics: cosmetics other than special-use cosmetics (e.g. general skincare, haircare, body care, nail care, perfume, make-up, etc.)

As a standard market-entry procedure, all special-use cosmetics in China must be registered with NMPA. General cosmetics are subject to filing.
